Options and recommendations for involving international stakeholders in UK MPAs and non fishers in the regional MCZ Projects

This work has been undertaken for Joint Nature Conservation Committee (JNCC).  It was commissioned at the end of March 2010 and we started work on 23 April.  The timescale at that point was to produce a draft report for mid May 2010.  We were to receive feedback on the draft report so that we could produce a final report by the end of May.  It was agreed to change the timetable.

The Terms of Reference for the work is in Appendix 1.

The Terms of Reference specifically asks for:

"A fair stakeholder engagement process dictates that international stakeholders are provided with an equal opportunity to engage with the Regional MCZ Projects and participate in the decision-making process [...] Finding Sanctuary and JNCC are seeking support from process specialists to develop this international engagement process. [...] the contractor will work with the JNCC and Finding Sanctuary to make recommendations for how international fishing organisations and representatives could most effectively get involved in the regional projects."

The Terms of Reference goes on to outline how this piece of work will be used to deliver Finding Sanctuary's and JNCC's commitment under the European funded Marine Protected Area in the Atlantic Arc (MAIA) Project.

"Finding Sanctuary and JNCC are partners in the MAIA Project, funded by the EC INTERREG IV fund. JNCC are leading work package four (WP4) with Finding Sanctuary making a significant contribution to the overall planned work in the package. WP4: Securing stakeholder participation for new MPAs aims to design and test a clear process to secure engagement of international stakeholders in identification of MPAs. It will explore and pilot different tools and approaches to assist stakeholder participation in new MPA site selection. JNCC and Finding Sanctuary plan to use their work within the MCZ Project to deliver the practical development and testing part of WP4. MAIA WP4 provides the opportunity to develop and test a robust and fair process to enable international stakeholders to engage in the UK MCZ Project."

This proposal, therefore has two distinctive parts:

  1. Options and recommendations for a stakeholder engagement process to deliberate on Marine Protected Areas (MPAs) that could be adapted and applied in EU member states.
  2. Development of options and recommendations on how non UK fishers can fairly and effectively be engaged in the already running regional English MCZ stakeholder processes
